Installing Mysql Enterprise on Ubuntu 20

Hello,

How do I install MySQL enterprise on Ubuntu system without initializing mysql service?

I am using below command to install MySQL from deb package but it automatically starts mysql service post installation.
#apt-get install ./*.deb

I need to add tag lower_case_table_names=1 in my.cnf file which can only be configured when initializing the server.
