I have exactly the same issue now while reinstalling my fedora desktop and it seems it's only from 2023-12.

sudo rpm --import https://repo.mysql.com/RPM-GPG-KEY-mysql-2022
error: Certificate 467B942D3A79BD29:
The certificate is expired: The primary key is not live
error: https://repo.mysql.com/RPM-GPG-KEY-mysql-2022: key 1 import failed.

The link https://repo.mysql.com/RPM-GPG-KEY-mysql-2022 exists and looks fine.

Urgent help is needed as I cannot continue with my work.
