Below is what I did, and it works for me. Hope this helps.

wget -O mysql23_pubkey.asc https://repo.mysql.com/RPM-GPG-KEY-mysql-2023
sudo cp mysql23_pubkey.asc /etc/apt/trusted.gpg.d/
