Yes, you were spot on, it is selinux. I will keep that in mind for future reference in case I run into an odd issue such as this where calling a program from 2 different methods produces 2 different results.
Now I will ponder whether to investigate tangling with selinux to permit mysql to run on user specified data paths or switch to Fedora defaults or start over with a download from Oracle. I have certainly learned a lot in this process.
We can consider this closed satisfactorily and I do appreciate everyone's replies and especially yours Dan.
