MySQL 5.7.16 was released 8 years ago, and the 5.7 series reached EOL with 5.7.44 a year ago, and so is no longer supported.
I know of no reason why you can't upgrade the OS while leaving the MySQL installation in place, but I suggest you test this beforehand with a clone of your current setup.
I also suggest that you upgrade to MySQL 8.0 or later as soon as possible. I would actually do this first.
MySQL 8.0 is definitely supported on RH 8 and 9.
