You can not install MySQL on to a Windows 2003 Server running Routing & Remote Access Services.

To install MySQL, you need to be able to configure Port 3306 and you can only do this if Windows Firewall is running.

Both Windows Firewall and Routing and Remote Access share the Ipnat.sys file, thus Windows Firewall will not run when the R&RA service is running.

This solves the Error:2003 can't connect to MySql server on 'localhost' <10061>.

For those using a non-server Windows system, ie: 2000 pro, XP, etc. then you are looking at a firewall configuration, be it Windows Firewall or a third party firewall.

You need to allow port 3306 TCP to be open. Try to set up the port in general rather than allocaiting it to a specific program.
