Don't snort your ids, you need them.

Unix? Use cron.

MySQL has no easy way to automate things. Maybe "events" would provide a way.

By ID, you mean an INT AUTO_INCREMENT?
* INT UNSIGNED would let you get to 4G
* BIGINT would let you get to huge numbers.

What happens after you lose the ids?
