Add a "compound" index:
INDEX(aggregatorID, shortcodeID)
It may help significantly.
How big is the table? (SHOW TABLE STATUS) Sounds like it is 'large', in which case adding the INDEX will take some time.
Minor note: TINYTEXT is virtually useless, and slightly harmful in a few cases; recommend changing to VARCHAR(...) of some appropriate size.
