I supposed you've already installed Ruby on Windows7. If you haven't here is a good tutorial:

If everything worked smoothly then go to the Ruby Folder in the start menu and launch "Start Command Prompt with Ruby"
Note:I suggest you read this tutorial's comments related to diferent MySQL versions!
