MySql Client Libs Not Found

I have installed MySQL 4.1.14 on Windows XP. I would like to access the database using the Ruby interface which has a dependency on the MySql C libraries. However, the C libraries were not installed with MySQL - there is no lib folder under the MySQL Server 4.1 directory.

Where can I obtain the C libraries.
