Building 5.1 from bitkeeper source on windows...

I'm tyring to get the build environment set up on my windows box using the MySQL bitkeeper source. I've been following the directions linked to below to the letter.

When I get to step three though and try to run win\configure (corresponding to win\configure.js) I get an 'Access Denied' error. I can run other scripts (for some reason, but not this one.) I have CMAKE, BISON, Bitkeeper and cygwin on my path. Any ideas? I checked attrib and everything seems to be ok. I can also run other js files in the same directory (though I don't get very far without command line params). Any ideas? I'm stumped.
