My only wild guess why it doesn't work would be that the
fact the RPM was signed with a very old RPM tool, might
cause problems for the version you are using.
The old tool is used to avoid compatibility problems.
in this case it might have created one.
The packages were signed with RPM version 3.0.6.
Can't you install with something like --nogpg?
