Newer GA version 5.1.9 in archines

Why is the current general release version 5.1.38 and I see a 5.1.9 in the 5.1 archives? Whats with that? Is 5.1.9 actually newer and stable version. I just want to get mysqlslap which is not even included in the current GA 5.1.38.
