The MySQL ODBC driver is for most (all) platforms linked
statically with the MySQL client library, so you should not
need to install the MySQL server package or Connector/C
on the machines where you use ODBC from a client,

If you compile ODBC from source you need the MySQL client
library, or Connector/C, yes,
