You asked about the purpose of a cygwin build. Well I have come against the same problem, and my purpose is to use the CPAN perl module DBD::mysql from a perl script running under cygwin.
The documentation for this perl module (http://cpansearch.perl.org/src/RUDY/DBD-mysql-2.9008/INSTALL.html) explains that you need to build a MySQL client (not server) from cygwin for it to work.
Doing an internet search finds several hits, so I think that there are a few of us out here that would be very grateful of a solution to this problem.
