No, unfortunately MySQL does not currently build with VS 2015 due to the mentioned timespec and various other issues caused by new features/changes in VS 2015. There is no simple fix so I'm afraid that for now, you will have to use an older VS. The problems are of course being addressed, so VS 2015 should be fully supported by some future release.
