Persistent Connection with mysqli : define MYSQLI_NO_CHANGE_USER_ON_PCONNECT

On page https://dev.mysql.com/doc/apis-php/en/apis-php-mysqlnd.persist.html, it introduced how to disable change user for persistent connection. However this only works on Linux build, may I ask when I want to build php mysqli using PHP SAK tools for windows, https://github.com/Microsoft/php-sdk-binary-tools, what should I do to define MYSQLI_NO_CHANGE_USER_ON_PCONNECT to disable change user?
