While none of this is supported, the reason it's not starting is just that it's built against OpenSSL 1.0 (probably the system OpenSSL 1.0.2g on Ubuntu 16.04) and you're trying to run it in an environment where OpenSSL 1.0 is not available (Debian Buster uses 1.1.1n by default).
