I doubt it. If we wanted to change the default value, we'd change the default value rathe than overriding it.

You can easily set this in your own my.cnf or my.ini, or issue

SET GLOBAL event_scheduler = ON;

while MySQL is running, as described in the Event Scheduler Overview.
