I have figured this out after a rather long process of elimination with my.cnf.

It turns out to be an issue with server_id.

I have gotten into the habit of converting ip_address using inet_aton(xxx.xxx.xxx.xxx) and using that as the server_id to guarantee each server id is unique.

When I changed the server_id from 3232235540 to 1, I was able to successfully create an event. I confirmed that changing the ID back caused the process to fail again.

I'm going to log a bug, as I don't see any limitations on length of server_id in any of the documentation.

I reduced this down to the originator column in the mysql.event table. It is INT(10), which is signed. If you alter this column and make it unsigned, the problem goes away:

alter table mysql.event modify originator int(10) unsigned NOT NULL;
