automatically start event scheduler when mysql server start?

I using mysql 5.1.30
event scheduler is off each time mysql server restart
check the document and it mention event scheduler should be start when mysql server start except we disable in ini file

"To enable the Event Scheduler, restart the server without the --event-scheduler=DISABLED command-line option, or after removing or commenting out the line containing event_scheduler=DISABLED in the server configuration file, as appropriate. Alternatively, you can use ON (or 1) or OFF (or 0) in place of the DISABLED value when starting the server. "

I check my.ini, and I don't have event_scheduler=DISBALED.
I run this after mysql start
show variables like 'event%'

It show "off"

do I miss anything?
