Defaulting autocommit to off has never seemed to work. I have my configuration set to:
[mysqld]
[...]
# Disable auto-commit of transactions
init_connect='SET AUTOCOMMIT=0'
[...]

but autocommit is not disabled. Furthermore, you cannot even check the status of autocommit (v5):
mysql> show session variables like '%autocommit%';
Empty set (0.00 sec)

Although they may have fixed this in 6.x, per
http://bugs.mysql.com/bug.php?id=27603

Either way, a database that can't turn off autocommit by default is missing a critical feature.
