Check that Event Scheduler process is running on the server. Execute this statement to get this information -

SHOW PROCESSLIST;

There should be 'event_scheduler' process with initialized state. Or execute this statement to know it -

SELECT @@global.event_scheduler;

The result should be 'ON'.

Anyway, to start this service, run this command -

SET @@global.event_scheduler = 1;
