CHARSET_INFO.txt not found

"see the CHARSET_INFO.txt file in the strings directory for additional information",I see this sentence or similar sentece in many place.

for example:
http://dev.mysql.com/doc/refman/5.0/en/string-collating.html
include/m_ctype.h

But,

cd mysql-5.1.28-rc
find . -name CHARSET_INFO.txt
//nothing

cd mysql-5.0.67
find . -name CHARSET_INFO.txt
//nothing

Plz don't tell people to see that file before you provided this file in source.
