Where are URLs for bugs?

Hi there,

Release announcements can contain bug references like "(Bug #21966621)" - like this for 5.7.11:

A fault in pthread_rwlock_unlock() wherein it decremented the lock counter even for already unlocked objects could result in deadlock. (Bug #21966621)

But how do I see the details of Bug #21966621?

Is it an internal database somewhere?

https://bugs.mysql.com/bug.php?id=21966621, the first hit for googling "mysql bug 21966621" says:

No such bug #21966621 or bug is referenced in the Oracle bug system.

But it is a result shown by google, so presumably it has worked previously.
