Business practices vary both within and across countries. For example, some utilise a 13 week quarter, such as in the 4-4-5 system.

Read the section on WEEK(); there are various modes available which account for particular practises such as the 52-53 week scheme. Why are modes available for WEEK()? Is there no "common sense" definition of how week 1 of the year is defined?

Although there are international financial reporting standards, no reference is made in the documentation that the operation of the QUARTER function has been aligned to any particular standard. There's nothing wrong with documenting the exact operation of a function.

MySQL documentation does include information that the date/time system operates within the proleptic Gregorian calendar. What's the point of doing that? Surely that would be "common sense". I see nothing wrong in providing clarification, stating the boundaries and methods of a function's operation.
