MySQL's implicit def of Quarter() agrees with Wikipedia and Investopedia. Again, is there a country where that def doesn't hold?
If you think the manual page for Quarter() should document such common sense, consider making that request on the bugs page, which handles feature requests.
Fiscal years vary, so if you need such a def, you probably need to write that func for your organisational context.
