You can do well with SATA II

My experince - these days the quality of RAID harrdware matters more - there are some very crapy RAIDs both for SATA and for SCSI

Also make sure you estimate your load right. Single 15K RPM disk may beat 4 7200RPMs for certain workloads (which are not parallel enough)
