Well, I figured it out. I guess I'll post my findings just in case someone else has the same problem.

MySQL defaults to no external locking, regardless of what you put in my.cnf. The mysqld_safe script puts --skip-external-locking on the command line, therefore overwriting external configuration. The problem was resolved by simply changing that line of the script to --external-locking.

This change has worked perfectly and exactly as I thought it would. All 3 webservers can read and write to the database, and all three have performed flawlessly. There is a performance hit (To be expected) but the ability to load balance amongst the three (With the ease of expansion in the future) more than make up for any performance penalties.
