It'll seem to you an odd answer, but if you adopt a consistent method, you'll find your direction.

First, if you're not familiar with relational databases, read a primer, eg https://www.artfulsoftware.com/mysqlbook/sampler/mysqled1ch01.pdf

Then follow a method, eg https://www.artfulsoftware.com/dbdesignbasics.html. If you get stuck, ask questions here.
