You can try using DBConvert/DBSync for FoxPro and MySQL utils from http://dbconvert.com
DBConvert Scheduler will help you with your job scheduling needs.
The mentioned tools are not Perl scripts but they are Win32 apps so I'm not sure if they will be suitable for you.
