error 1135, can't create a new thread

OS:windows enterprise 2003
max_connections=700
mysql startup normally
when I created a new connection to MYSQL which configed 'thread_connected=70' , it throw exception 'error 1135, can't create a new thread'.
After I tried many times, I found the problem was made by windows2003 system which limited the number of threads which created by mysql.
