Why the same sql operation have peak response time

Why the same operation can have peak response time,not only for write but also for read when I execute the same sql statement many times like 5000 times in a java loop.
From my testing, the average time for search a table named call_log is 52 ms, but the longest time is 3091 ms. And the same things happened on update, delete and insert call_log.
Who can tell me the reason of this issue?
