Why no record cache in Oracle, DB2, etc?

Falcon will have a record cache, which seems nice. However, I'm not convinced for this point, for I have a serious question that I can not answer. As far as I know, almost all famous DBMSs, such as Oracle, DB2, SQL Server, InnoDB, PostgreSQL, etc, don't have record cache. I don't think record cache is a feature that's really difficult to implement, so why these systems don't have record cache. As a serious database administrator, I think its really strange that Falcon has record cache but all others don't have. Will record cache be truly effective in real world? If it will, it should be common in most DBMSs.
I'm interested in Falcon. However, because I have the question above, I have small doubt that record cache will be effective in real applications. I think the document or the marketing material of Falcon should give a satisfactory answer to this question. I think, probably a lot of people have this question too.
