Hi Daniel,

Use MEM-3.0, and monitor from the service manager itself. From the Dashboards -> MySQL Instances page, choose "Add MySQL Instance", then choose the hostname that is your MEM service manager for the drop-down "Monitor From", and add your RDS hostname, port numbers and credentials. If possible, use MySQL-5.6 RDS instances, as those will work best with MEM's identity schemes and replication topology detection.

That's how I've monitored RDS instances myself. Note that using RDS 5.5 instances with replication will cause some issues that require workarounds that take more than a forum post to work through.
