I figured out what I was doing wrong, in case anyone else runs into this issue. I have been following the configuration examples, which all have this setting under the protocol.xmlrpc section of the config file:

address = localhost:32274

It looks like all the example setups I have been reviewing are running test scripts from the same machine where Fabric is installed. My test scripts are being run from remote servers, using the Python connector.

I changed the 'localhost' part of the value to the IP address of the Fabric server and can now send queries through to Fabric from remote servers
