Please redownload MySQL Utilities and then compare the MD5 checksum. It appears you may have a corrupt installation file. There should be no reason to create any users or any other steps - you just install Utilities from the .pkg file.

You could also download the source package and build/install it from there. See the manual for steps to do this: http://dev.mysql.com/doc/mysql-utilities/1.6/en/mysql-utils-install-source.html.
