You can do it in lua, but you can also do this settings combo on the server:

[mysqld]
skip-character-set-client-handshake
init-connect='SET NAMES utf8'
default-character-set=utf8

I like doing it on the server because I always want UTF-8 and this makes it universal inside and outside of mysql-proxy. The default rw-splitting.lua doesn't do anything with set names (actually just barfs on the command with a COM error).
