Thank you for your reply.
We resolved this problem by ourselves.
We had to add a --directory option to bootstrap commands.

Example
sudo mysqlrouter --bootstrap root@172.18.0.31:3306 --directory /etc/mysqlrouter --user=mysqlrouter

After rebooting client machine, keyring_path,'/etc/mysqlrouter/data/keyring' remained,
and port 6446 was listened !
So we could access to Cluster.
