Does this operator support shrink/expand instance number？

I shrink one ic's instance number from 3 to 1, it's status changed to ONLINE_PARTIAL.
I expand one ic's instance number from 1 to 3, then shrink to 1, the ONLINE number is still three.
NAME STATUS ONLINE INSTANCES ROUTERS AGE
ic1025-1 ONLINE_PARTIAL 1 1 1 18h
ic1025-2 ONLINE 3 1 1 15h
