Can connect local but not remotely

Evening!

OK, I am able to set the bind-address=127.0.0.0.1 in the my.ini file to connect locally but of course I cannot then connect remotely (which I have not been able to do even without the bind-address setting removed from the my.ini file).

SO, I know that MySQL is up and running because I can connect locally but now I need to connect remotely.

When I try to connect remotely (without the bind-address=127.0.0.1 as mentioned above) I still get an error saying "Your connection attempt for user 'MyUser' from your host to the server at 10.xx.xx.xxx:3306: Cannot connect to MySQL server on 10.xx.xx.xx (10061).

What do I need to do please ...
