Connecting to MySQL Workbench

Hi,
I'm asking this question everywhere because I have no idea what to do. I have installed Workbench on my laptop and I'm trying to have a developer log into MySQL using my credientials. I need him to develop my database and connect to a software using the database. When the developer attempts to log in from his computer to MySQL using my credientials he receives an unable to connect to my server and to make sure the server is running and that priveleges are requested.
The server is running and the priveleges are good. I have windows 10 installed. Do you think there are firewalls that need to be taken down?
