Cannot Connect to DataBase Server

I succeeded to start the mysql server by using CMD Admininstrator for MySQL Install and Initialize, checked that there is a running windows mysql service.
Now when I open the Workbench it asks for a password to connect to Local Instance MySQL80. I entered the root Password that I used before, but receive a message that I need to check that 1)MySQL is running on address localhost 2)MySQL is reachable on port 3306 3)has user root has rights to localhost from your address ... 4)...that you are using the correct password...
I can see in CMD c:\>netstat -a that the TCP local address 0.0.0.0:3306 on my computer is listening.
How can I check that MySQL is reachable on port 3306?
And should I try to reset the root password as well?
What else should I check and how ?
