Yes, MySQL Workbench is the replacement for DBDesigner (both created by Mike Zinner).

However, for 2009-2010, MySQL Workbench will remain focused on MySQL only. By June 2009, we should have the new Query Browser available in WB. And, the MySQL Migration Toolkit functionality will be ported over, to enable migration to MySQL Server from other databases.

Starting 2011, MySQL Workbench will add support for other popular databases, so you will be able to do data modeling for ORCL, SYBS, etc.
