Hello,
I've checked workbench logs that you posted. And everything looks fine, i see no problem releated to the rights or other things.
One thing what you can do is comparing not working Workbench with your working copy installed on Windows 10 upgraded from Win8.
You can try to reinstall WB as well, maybe this can help
