many thanks for your detailed checklist. Indeed it's strange that the .net framework check fails. Maybe a bug in the wix toolkit (which is used to create the setup)?
However, a word of warning: if the prerequisites are really not met then MySQL Workbench won't start at all. In the worst case you may only find an error message in the Windows application log.
