OK worked this out.
When I downloaded this installer from the Net Server 2008 decided to "block" the execution as the file came from another computer.
Would have been helpful if there had been some message / warning to that effect.
So hopefully when I upgrade to 5.7.17.0, it will be all good and I will be able to use Workbench properly.
