How do I import this XML database to mySQL

I would like to import this XML database file (ftp://ftp.nlm.nih.gov/nlmdata/.hsdblease/hsdb.xml.20170428.zip) to mySQL. Anyone has any idea how to do it?

If I can't import XML database file what other tools I can use to query information from this XML database?
