Yes, it is now working.

On the Windows scheduled task, I set the userid to domain user with a non-expiring password. On the MySQL command I used a --login-path with a user that is only localhost and has select, update, delete, and insert.

using secpol.msc as described here (, I added the domain user to the list with 'Log on as batch job' rights.

That's it. Of course, the domain user needed to be added to the network share on the server where the incoming data is and needed full rights to that directory as well, so it can rename, copy, and delete files as needed.
