Hi,
You don't need to create that variable, it should be already there with some content.
You can reach it with "Win button"+"Break" or by right-clicking the Start button.
From there, select “Advanced system settings” → “Environment Variables”.
Modify you existing path -> add path to your Workbench installation (where ogr2ogr.exe is located) at the end. To check if you configured that correctly open terminal (Win button + r and type cmd) and try to run ogr2ogr. if org2ogr is in your PATH you should see usage info in other case you will see error message
